The Safer Affordable Fuel-Efficient (SAFE) Vehicles Rule III for Model Years 2022 to 2031 Passenger Cars and Light Trucks

NHTSA, on behalf of the U.S. Department of Transportation (DOT), is substantially recalibrating the Corporate Average Fuel Economy (CAFE) program to bring the program into compliance with the law and to remove previous regulatory distortions which have induced manufacturers to make design decisions that have neither aligned with market demand and the needs of American families nor have delivered the consistent improvements in the fuel economy performance of manufacturer fleets, as Congress intended. This recalibration finalizes amendments to fuel economy standards for light-duty vehicles for model years 2022- 2026 and MYs 2027-2031. This final rule also finalizes amendments to compliance aspects of the program, including to vehicle classification and other compliance pathways.

The National Technical Information Service (NTIS) is seeking general information, feedback, suggestions, and experiential and technical insights from stakeholders to inform NTIS's goal of fully digitizing, modernizing, and enhancing the utility of the National Technical Reports Library (NTRL). NTIS has historically collected, indexed, abstracted, and stored U.S. Government-sponsored technical reports and made them available to the public through the NTRL. To further unlock the NTRL's intrinsic value, NTIS aims to digitize records that are part of the NTRL but currently exist only in physical formats. Leveraging the information archived within the NTRL may include making the data more accessible to AI and advanced computing applications. Agency Information Collection Activities; Notice and Request for Comment; Generic Clearance for the Collection of Qualitative Feedback on Agency Service Delivery

The National Highway Traffic Safety Administration (NHTSA) invites public comments about our intention to request approval from the Office of Management and Budget (OMB) to renew with change a currently approved information collection. Before a Federal agency can collect certain information from the public, it must receive approval from OMB. Under procedures established by the Paperwork Reduction Act of 1995, before seeking OMB approval, Federal agencies must solicit public comment on proposed collections of information, including extensions and reinstatements of previously approved collections. This document describes a collection of information for which NHTSA intends to seek OMB approval on generic clearance for qualitative feedback on agency service delivery. This renewal request includes a modification to the information collection. Specifically, NHTSA is adding annual tracking studies for its high-visibility enforcement (HVE) campaigns (four per year) to report campaign metrics for evidence plans and additional customer satisfaction surveys. NHTSA added campaign performance metrics to the agency's annual Evidence Plan for the Office of Management and Budget (OMB) to measure the success of its HVE campaigns through its media buys. Because these HVE tracking studies were not included in the previously approved fast-track reinstatement package, their inclusion results in an increase in both total annual respondents and burden hours.
