The U.S. Environmental Protection Agency (EPA or the Agency) is approving an application from the State of Colorado that requests primary enforcement responsibility (primacy) for Class VI injection wells under Safe Drinking Water Act (SDWA) section 1422. The EPA's approval of the State's UIC program primacy application will allow the Colorado Energy and Carbon Management Commission (ECMC) to issue and enforce UIC Class VI permits for geologic carbon sequestration. The EPA will remain the permitting authority for Class VI injection wells on Indian lands within the State. With this action, the EPA also intends to codify previously approved, non-substantial changes to Colorado's UIC program for Class II injection wells.

The Food and Drug Administration (FDA or we) is issuing a final rule to amend our standard of identity regulations that specify salt (sodium chloride) as a required or optional ingredient to permit the use of salt substitutes in standardized foods, to reduce the sodium content. Reducing sodium may help reduce the risk of hypertension, a major risk factor for heart disease and stroke. The rule will help support a healthier food supply by providing flexibility to facilitate industry innovation in the production of standardized foods lower in sodium while maintaining the basic nature and essential characteristics of the foods.

NMFS proposes measures included in Framework Adjustment 7 to the Spiny Dogfish Fishery Management Plan (FMP), as recommended by the Mid-Atlantic and New England Fishery Management Councils. Framework 7 proposes fishing year 2026 and projected 2027 specifications, which would establish allowable harvest levels for the spiny dogfish fishery to prevent overfishing while enabling optimum yield based on the best scientific information available. Framework 7 also proposes changes to the Atlantic spiny dogfish accountability measures intended to provide the commercial fishery with greater flexibility by no longer requiring full payback of annual catch limit (ACL) overages when the Atlantic spiny dogfish stock is considered healthy.

FMCSA announces its decision to grant a limited five-year exemption to Aurora Operations, Inc. (Aurora) and other motor carriers operating Level 4 automated driving system (ADS)-equipped commercial motor vehicles (CMVs), with prior notice to FMCSA, from compliance with the warning device placement requirements, the steady-burning lamp requirements, and the requirements for the types and number of warning devices. This exemption permits motor carriers to use cab-mounted warning beacons in lieu of traditional warning devices on Level 4 ADS- equipped CMVs. The Agency has determined that granting the exemption would likely achieve a level of safety equivalent to or greater than the level of safety provided by the regulation.

The U.S. Environmental Protection Agency (EPA) is determining under the Clean Air Act (CAA) that the Berrien County and Muskegon County, Michigan nonattainment areas have attained the 2015 ozone National Ambient Air Quality Standards (NAAQS). This determination, informally known as a clean data determination, is based upon complete, quality assured, and certified ambient air monitoring data for the 2023-2025 design value period showing that the areas achieved attainment of the 2015 ozone NAAQS. This clean data determination also relies upon the Michigan Department of Environment, Great Lakes, and Energy's (EGLE's) exceptional events request submitted to the EPA on December 26, 2025, and which the EPA concurred on January 12, 2026. As a result of this determination, the EPA is suspending the requirements for the Berrien and Muskegon areas to submit attainment demonstrations and associated Reasonably Available Control Measures (RACM), Reasonable Further Progress (RFP) plans, contingency measures for failure to attain or make reasonable progress, and other planning State Implementation Plans (SIPs) related to attainment of the 2015 ozone NAAQS for as long as the areas continue to attain the 2015 ozone NAAQS.

This final rule amends Marketing Order No. 989, which regulates the handling of raisins produced from grapes grown in California. The Department of Agriculture approves and adopts amendments proposed by the Raisin Administrative Committee (Committee) after due consideration of a public hearing record, and after California raisin producers voted in favor of such amendments in a referendum. This rule reduces the Committee membership size from 47 to 21, removes producer district representation and adds an unaffiliated producer member seat, eliminates the designated cooperative bargaining association member seat, and lowers quorum requirements from 25 to 14; removes the requirement for separate member and alternate member position nominations for independent and small cooperative producers; removes factor 4 and part of factor 5 for establishing marketing policy and adds language clarifying the quality of reconditioned raisins; and adds authority to accept voluntary contributions and language regarding ownership of intellectual property. In addition, this action makes necessary changes to the marketing order to conform to the amendments adopted.

The U.S. Environmental Protection Agency (EPA) is proposing to approve a revision to the Maricopa County Air Quality Department (MCAQD or "Department") portion of the Arizona State Implementation Plan (SIP). This revision establishes a federally enforceable program allowing nonroad engine fleet owners/operators to generate emission reduction credits (ERCs) by either retrofitting their nonroad engines or replacing their nonroad engines with lower-emitting nonroad engines while meeting other Clean Air Act (CAA or "Act") requirements. These ERCs are intended for use as offsets for major stationary sources under the Department's Nonattainment New Source Review (NNSR) program. We are proposing to approve a local rule to allow for the generation of ERCs through voluntary nonroad engine emission reductions under the CAA.
